Scioto County deputies and detectives arrested nine people in the Highland Bend area on methamphetamine-related charges during the early morning hours Saturday.
According to Sheriff Marty Donini, around 4:42 a.m., patrol deputies were looking into intelligence reports that a residence at 27 Camp Road was being used for drug trafficking and the production of methamphetamine. The deputies were traveling in the area of the residence when they say they detected a strong odor commonly found at clandestine meth labs, and deputies observed smoke rolling out of a window of the residence and a fire burning at the rear of the residence, according to a police report.
Deputies pulled into the driveway and observed individuals running into the wooded area around the residence, the release states. One of the individuals outside the residence informed deputies that additional individuals were inside, according to the report. Deputies said that believing the individuals inside were in danger, deputies entered the residence and removed the individuals.
Deputies arrested seven people: Thomas A. Galloway, 35, of 27 Camp Road, Portsmouth; Gilbert “Gibby” Parker, of 1016 Washington Blvd., West Portsmouth; Robert D. Madden, 36, of Minford; Johnny V. Bogue, 41, of 1317 Furnace Creek Road, Minford; Jamie M. Ruggles, 26, of Lucasville; Jessica L. Adkins, 24, of 918 Terrace St., Portsmouth; and Amy E. Schreick, of 2574 Dutch Ridge Road, Portsmouth.

All seven were charged with illegal assembly or possession of chemicals for the manufacture of drugs, a third-degree felony, and illegal manufacturing of drugs, a second-degree felony.
The deputies requested help from the Sheriff's Office Narcotics Unit and a search warrant was obtained for further investigation of the residence and property.
While they were waiting for the search warrant, deputies located two more people who fled when officers arrived, according to a press release from the Sheriff's Office. Joseph E. McGraw, 34, of 144 Cooper Road, Lucasville, is charged with illegal assembly or possession of chemicals for the manufacture of drugs and the illegal manufacture of drugs, and Jeffrey B. Boggs, 34, of 210 Park St., Wheelersburg, faces a charge of possession of methamphetamine, a fifth-degree felony.
Upon execution of the search warrant, deputies and detectives say they found methamphetamine in the process of being manufactured along with several ingredients used to make the drug. The hazardous materials seized were turned over to a licensed hazardous material handler for proper disposal, the report states.
The sheriff's report said all of the individuals charged with illegal manufacture of drugs and illegal possession of chemicals for manufacture of drugs were taken to the Scioto County Jail in lieu of $25,000 bond. Boggs' bond was set at $2,500. All individuals will be arraigned on Monday at 9 a.m. in Portsmouth Municipal Court.
