SUSPECT ARRESTED AND CHARGED WITH POSSESSION OF DRUGS WITH A STREET VALUED IN EXCESS OF $168,000.00

announces that Deputies along with Detectives






from the Scioto County Sheriff's Office acting on






information concerning the theft of a large






amount of narcotics from a delivery truck have






arrested a subject and charged him with several






On Friday, May 23, 2003 at approximately 9:27






pm the Scioto County Sheriff's Office received a






complaint from "Prestige Delivery Systems"






located at 12070 Virginia Blvd., Ashland,






Kentucky that a delivery shipment of narcotics






being transported for the "Amerisource Bergen






Corporation" located at 1200 E. 5th Avenue,






Columbus, Ohio had a large amount of






narcotics missing from its shipment inventory






upon arrival in Ashland, Kentucky.






Sheriff Donini states the criminal investigation






revealed that "Prestige Delivery Systems" had






sub-contracted the delivery from Columbus to






Ashland to a truck driver in Haverhill, Ohio.






Upon investigating the circumstances, Deputies






discovered that the truck driver had stopped at






his residence in Haverhill, Ohio and removed over 12,200 tablets of various controlled substances/narcotics from the shipment and hid them at his residence. Many of the drugs were scheduled II narcotics and included 4,300 tablets of OxyContin along with 200 tablets of MS Contin, 700 tablets of OxyCodone, 600 tablets of Hydromorphone, 1500 tablets of Percocet, 3400 tablets of Endocet, 200 tablets of Morphine.
According to Sheriff Donini, "This is undoubtedly the largest recovery of pharmaceutical drugs this agency has ever participated in. The success of this investigation has prevented the circulation of over 12,000 tablets of illegal narcotics from reaching the hands of addicts and dealers in our community". Sheriff Donini states the "street value" of the narcotics is estimated in excess of $168,000.00.
As the result of the investigation, on Saturday, May 24, 2003 at approximately 1:00 am deputies apprehended and arrested 26-year-old Bryan K. Layne of 1474 Gallia Pike, Haverhill, Ohio while at his residence and charged him three (3) counts of Felony #1 Possession of a Schedule II Narcotics over fifty (50) times the bulk amount. At this time the drug related charges are in connection with the possession of the 4300 tablets of "OxyContin". Mr. Layne is currently incarcerated in the Scioto County Jail on a bond of $ 60,000 pending a Wednesday morning appearance in Portsmouth Municipal Court.
